Terms of Reference for Consultancy Service: Impact Assessment of Zimbabwe Women Lawyers Association (ZWLA)

Womankind Worldwide is an international women’s rights charity working to help women transform their lives in Africa, Asia and Latin America. We partner with women’s rights organisations who are challenging discrimination and violence.

We are tendering for proposals to undertake an Impact Assessment to examine the impact achieved for women and girls by our local partner the Zimbabwe Women Lawyer’s Association (ZWLA) over a period of 10 years.

The Impact Assessment will examine and provide strong evidence on the impact achieved, i.e. positive, negative, intended and unintended, on direct and indirect beneficiaries, analyse ZWLA’s contributions and identify specific factors that have enabled or disabled positive impact to occur. The Assessment will also review the relevance of our work, assess effectiveness, efficiency, sustainability of ZWLA’s programmatic interventions and organisational development processes and document lessons learnt and best practice.

Job summary
CARE International in Zimbabwe is inviting applications for Enumerator positions that have arisen in one of its projects.  The incumbent will be responsible for facilitating participatory community based village targeting and registration in selected wards. S/he will also be responsible for the following:

Duties and responsibilities
-Coordinate community public meeting in assigned wards
-Coordinating with local leaders, appraise community members on the registration criterion and other key considerations necessary to complete the ranking process
-Guide community members in the conduct of village mapping
-Compile beneficiary profiles and other necessary data required for the completion of the household register in the order of priority

Child alternative care assessment study: SOS Children’s Villages Zimbabwe

SOS Children’s Villages Zimbabwe is a non-governmental child development organisation established in Zimbabwe in 1985. Its mission is to build families for children that have lost parental care or at risk of losing parental care, help them shape their own futures and share in the development of their communities. It is a member of SOS Children’s Villages International, which is currently working in 133 countries. In Zimbabwe SOS Children’s Villages is implementing various child and youth development interventions focusing on the provision of direct essential services; capacity building of child care-givers and community partners; as well as advocacy in the areas of care, health, education and gender.

On 18th October 2010, SOS Children’s Villages International unanimously adopted the UN Guidelines for the Alternative Care of Children as a key framework for its work. SOS Children’s Villages has therefore dedicated itself to implement the UN Guidelines in its work as well as to advocate for their application around the world. The organization believes that the UN Guidelines for the Alternative Care of Children has the potential to promote children’s rights and improve the lives of millions of children, their families and communities around the world.

It is against this background that SOS Children’s Villages Zimbabwe intends to conduct a care assessment exercise to ascertain the extent to which children under various care systems are benefiting through implementation of current policy and legal framework.

Purpose of the assessment

The care assessment will focus on assessing:
-The measures in country to prevent family separation
-The various living arrangements for children in alternative care with a focus on: Extended family (kinship care),Community care, Formal foster care, Residential child care, and
-The administrative arrangements managing the above mentioned services.

It will also explore how the current national legal and policy framework governs the delivery of services in these various forms of care.

A local NGO in the child rights sector is implementing a Second Chance Education programme in 4 districts of Zimbabwe is recruiting an M and E Assistant on a fixed term contract basis.  The M and E assistant will be responsible for ensuring consistency in monitoring and evaluation approaches across activities, timely data collection and reporting, data quality control and storage, develop an understanding of the characteristics of an effective M&E system and explore how to design and manage an effective M&E system that will enable us to assess programme results, be accountable to different stakeholders, and identify learning.

Qualifications and person specifications
-Minimum of 3 years working experience in community development programmes.
-At least attained a first degree in Social Sciences (Psychology, Sociology, Social work, development studies).
-Knowledge and experience in research, education, gender, reproductive health and HIV/AIDS will be an added advantage.
-Excellent writing and interpersonal skills.

Finance Officer: Local NGO

This position has arisen due to a new project with funding from USAID. The organization is seeking for a Finance Officer reporting to the Finance & Grants Manager. The position will be expected to capacity build sub-grantees in USAID financial maintenance & reporting.

Overall Responsibilities
-Provide accounting and finance support within the organization

-Handle and disburse cash funds at workshops, and ensure secure custody of cash and timely banking

-Follow up and assess acquittals from staff on outstanding supporting documentation submitted and any issues arising from submission of acquittal report

-Processing payments and disbursements

General functions
Under the direct supervision of the Directorate in Harare, and in coordination with relevant units at NANGO Headquarters and Regional offices, the successful candidate will work with management for the implementation of the NANGO Communication and Engagement Strategy.

The selected candidate will be expected to work on the full-time basis during the assigned period. In particular he/she will:

-Development and implementation of a NANGO Communications Strategy based on the existing Association’s information and communications policy; providing continuous feedback on the performance of the Strategy
-Providing timely information to the Executive Director and Management Committee for management decision making
-Maintain a continuous dialogue and ensure the internal information flow between the different NANGO-units (Executive Director, programs department, regional offices etc.) in order to harmonize communication activities
-Research about NANGO’s stakeholders and their needs in order to maximize the impact of NANGO’s communication’s
-Facilitate the creation and strengthening of the NANGO Corporate identity (including the Corporate Image) through different measures. The NANGO brand has to be strengthened through the development of appropriate mechanisms (NANGO House Style and Editorial policy)
-Support of current communication platforms: The homepage, Social Network Profiles, etc – Developing ways of creating synergies for knowledge sharing between NANGO departments, Regions and also with members
-Enhancement of visibility and information sharing about all NANGO projects
-Managing content development and maintenance of the Association’s website
-Maintaining media relations through press releases, press conferences, media packages and other measures
-Facilitating the development of advocacy strategies and measures
-Building the capacity of staff and members in communications and media relations
-Organise and manage the NGO Expo as well as other exhibitions
-Publish the CSO magazine and promotional materials
-Publishing the NGO directory
-Editing the Zimbabwe Development Journal
-Developing a communication monitoring and evaluation plan

Desired qualifications

Education
The incumbent should possess a Master’s degree in Media, Communication Studies
and/or Journalism

Skills and experience
Substantial work experience of several years in the field of Public Relations; Practical journalistic experience within Media Houses, as Freelancer etc; Working practice in the development context, preferable within NGOs; Strong “story-telling”-skills: Writing of articles, press releases, reports, etc.; Social Media Skills: Facebook, Twitter, Blogging etc; Experience in the administering of Websites; Graphic Design skills with regards to the digital production of newsletters, brochures, magazines etc; Good computer skills e.g. Word for Windows, Excel, PowerPoint; Strong Networking skills according to different groups of stakeholder; High degree of cooperation ability with regards to the NANGO programmes and the regional offices; Previous experience of working with and through partners; Ability to establish good rapport with partner organizations and donors like UN or international NGOs; Ability to manage more than one project at various stages of completion; Ability to prioritise and work to deadlines, resistance against stress; Strong presentation and facilitation skills; Experience in supervising, guiding and training people, individually or in groups; Ability to work in a multicultural environment; Ability to work effectively with limited supervision; Possess experience and training for analytical and research skills; Sound knowledge of the human developmental needs in Zimbabwe; Demonstrated sensitivity to the needs of marginalized populations
