UN WOMEN NATIONAL GENDER RESPONSIVE BUDGETING (GRB) SPECIALIST

Gender-Responsive Budgeting (GRB) is one of UN Women’s goals constituted within the development results framework. UN Women strategic plan (2011 – 2013) includes development results framework goal 5: To strengthen the responsiveness of plans and budgets to gender equality at all levels. At an outcome level and in line with the principles embodied in the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action anticipated results include more gender responsive national development strategies, strengthened capacity of different branches of government for gender responsive planning and budgeting and increased resources to address the priorities of women and girls at sector level and raise the status for national machineries for women.

UN Women has been supporting GRB initiatives through programming, global advocacy and building strategic partnerships with national governments, civil society, UN agencies and other multi-lateral development organizations. In this process, UN Women Zimbabwe is supporting national partners, the government of Zimbabwe and women’s organizations to contribute towards the economic empowerment of women through capacity building of government to mainstream gender in social and economic sector ministry policy, programmes and budgets in line with National Gender Policy to contribute to poverty reduction. The GRB programme is built on Millennium Development Goals (MDGSs) 1, 3 and 6 on poverty reduction, gender equality and HIV and AIDS which are also the national priority goals.

The expected outcomes of the programme are: (i) improved capacity of government officials and policy makers in mainstreaming gender into legislation, policies, strategies and budgets  (ii) Increased demand for accountability from government by CSO’s on national and international commitments for advancing gender equality (iii) improved access to services and resources for women and girls (iv) increased active participation of women in economic and public finance forums at local and national level.

The GRB Specialist will be based at UN Women Harare reporting to the Country Representative.

Two (2) Infrastructure Project Managers: UNFPA

Overall Responsibility
Under the guidance and supervision of the Programme Specialist, Reproductive Health (UNFPA), effectively coordinates refurbishment of Maternity Waiting Homes under the EU MDG initiative. The officer will work closely with the Operations Specialist, the Deputy Director Reproductive Health in the Ministry of Health and Child Welfare and the Department of Public Works

Specific Duties and Responsibilities
·Implement MWHs refurbishments in the MDG initiative under the guidance of the Operations Manager and Programme Specialist, RH in collaboration with Deputy Director Reproductive Health in the Ministry of Health and Child Welfare and the Department of Public Works.
·Prepare work fiscal and delivery/construction program in line with  project objectives
·Come up with works specifications for individual health facilities and generate bills of quantities and approximate cost for the repairs per facility.
·Participate in the tendering process and evaluation of  technical bids, submitted by construction companies, and make recommendations
·Advise on contract preparation and award procedure ensuring conformity with UNFPA procurement and financial rules and regulations
·Handing over of works to contractors
·Regular site visits at all stages of refurbishment in order to verify and confirm quality of the refurbishment work. Quality control to  be verified using proven instruments particularly on reinforced concrete, finishes, wiring, plumbing, framing and joinery
·Through site visits guide the site supervisors in construction/refurbishment supervision and contract administration in accordance with relevant contract conditions and specifications
·Certifying completion of the work
·Handover of works to Ministry of Health and Child Welfare
·Assist with preparation of monthly and quarterly reports and submit summary of relevant information with recommendations to the supervisor
·Represent the project as required in Inter-Agency mechanisms, with appropriate Government authorities and donors
·Ensure effective coordination with all stakeholders

Minimum requirements for the post
Only candidates satisfying all of the following should apply:
·At least a Diploma in Quantity surveying and Construction Engineering or equivalent.  Degree in infrastructure related discipline; Civil Engineering, Quantity survey or equivalent and added advantage. Relevant demonstrated experience can be substituted for academic qualifications.
·Experience in in quantity surveying and construction project management.
·Minimum 5 year experience out of which preferably 3 at managerial level
·Hands-on experience working with  Government structures
·Strong communication skills, both spoken and written and ability to work with various implementing partners at national , provincial and district  levels
·Computer literacy skills in MS Office applications

1. Lead and manage ACHM’s marketing and communications efforts
a. Oversee production of advertising and communication information materials.
b.  Develop a program to improve the dissemination of Africa Centre’s work to national, regional and international communities.
c.  Work closely with organisation’s various sections to understand activities on the ground to create accurate feedback to stakeholders at all levels (communities, Trustees, Scientific Liaison Committee, NGO partners throughout the region, and local, regional and international donors and funding agencies) through speaking assignments, written materials (brochures, flyers, newsletters, quarterly reports, editorials and articles for relevant media etc), and social media (website, Facebook, Twitter, blogs, etc).
2. Liaise with funding organizations locally, regionally and internationally and follow up communications and opportunities for funding of our core programme.

Organizational Responsibilities
-Build the skill base in marketing and communications within the senior management team, so they can in turn enhance the knowledge and skills of their staff
-Produce regular reports for the Executive Director (monthly), Donors (quarterly), Trustees (quarterly) and other key stakeholders (as needed).

Director, Ecumenical Peace Observation Initiative in Zimbabwe

EPOIZ Director Responsibilities
-Provide oversight, monitor and co-ordinate EPOIZ work

Purpose of the Job

Major Tasks to be accomplished

Zimbabwe Women Lawyers Association (ZWLA) is seeking to recruit a Programme Officer for the Transformative Justice Department.

Organisation
ZWLA is a membership organization of women lawyers. It was founded in 1992 to enable women lawyers to contribute towards women’s rights in general whilst addressing the professional interests of women lawyers.
ZWLA has grown over the years to a full-fledged woman’s organisation implementing programmes with the aim of facilitating women’s access to justice. ZWLA’s vision is justice and equality for all in society where women are empowered and assert their rights within a justice delivery system that treats women and men equally.

Job summary
Reporting to the National Director, The Programme Officer is responsible for overall implementation and management of the Transformative Justice Department programmes. She/he leads the day to day operations of ZWLA’s advocacy,legal education, policy and law reform programmes. Ensures the implementation of ZWLA’S advocacy strategy, coordinates and manages ZWLA’s communication strategy. Drafts legal documents and gives legal advice to government departments and other agencies and CSOs on the interpretation of  regional and International Human Rights Instruments related to women and children. Facilitates transformation of laws, policies, practices, institutions and attitudes. Oversees the department’s annual budgeting, programmatic planning, maintenance and development of key partners and relationships to ensure the effectiveness and impact of the organisation.

The Programme Officer, Transformative Justice is accountable to the Director for the performance of the organisation. She/he must build upon ZWLA’s accomplishments to date and further strengthen the relevance and profile of the organisation.

Candidate Profile
The ideal candidate will have demonstrated competencies and passion for women and children’s rights. Fund raising experience and exposure to the work of non-governmental organisations is a plus.

The successful candidate will demonstrate:
