The post holder will be responsible for undertaking the effective management and utilisation of the organisation’s financial resources and assets, as well as human resources

The major tasks of the accountant include
-Developing budgets for the organization
-Compiling financial reports
-Monitoring financial systems & procedures to ensure compliance with policies and procedures
-Payroll Administration
-Ensuring that assets are insured and maintained in proper condition
-Overseeing organisational procurement processes
-Managing the organisation’s investment portfolio
-Overseeing petty cash management
-Networking with the bankers, partners & auditors
-Overseeing auditing
-Compiling management reports for Senior Managers and presentation to the board
-Cash flow management
-Performing monthly reconciliations
-Analyzing financial transactions
-Preparing statutory returns
-Assisting in risk management

Qualification, skills and experience
-Certified accountant (CA, CIMA, ACCA, CIS)
-Degree in accounting
-Experience/qualification in project management
-Minimum 3 years experience of working in the development sector
-Some experience in managing human resources

The major tasks of the Information and Communications Officer include
-Sourcing, collating and packaging gender and women’s rights information relevant to ZWRCN’s Zimbabwe, regional and global stakeholders
-Writing relevant articles, opinions and briefs for diverse audiences, including for all forms of electronic and print media
-Developing relevant messages and materials to communicate ZWRCN’s work and products to diverse audiences
-Innovative use of different information communication tools, aimed at social and economic empowerment of ZWRCN stakeholders
-Management of the content used in ZWRCN electronic resources, including the ZWRCN web site
-Development and management of information databases
-Profiling and branding the organisation’s work
-Providing training and advice to colleagues on the use of electronic information services
-Supervising and training other information staff as appropriate

Qualifications, Skills and Experience
-University degree in communication, journalism or public relations
-A minimum of 5 years experience working in the area of gender and development, preferably in a development sector environment
-Proven track record of innovative utilisation of information communication tools
-Proven experience of working with diverse media
-Excellent writing skills, and demonstrable experience in editing materials for production
-Good understanding of communication for socio-economic change approaches

Humanitarian Reporting Award 2013 – Deadline Extended
31 August 2013

Zimbabwe faces humanitarian challenges that until recently have not been receiving much coverage due to lack of adequate media attention; a situation the Humanitarian Information Facilitation Centre (HIFC) is addressing through its mentorship programme. Further, donor attention has shifted from Zimbabwe to other crises for various reasons. It is with this in mind that HIFC and OCHA have initiated media awards for humanitarian reporting in the country. This is done as part of efforts to encourage journalists to cover humanitarian issues. The winning journalists will be announced and receive their awards at belated World Humanitarian Day (WHD) commemoration. WHD was declared in 2008 and is marked on the 19th of August annually. It was first commemorated in 2009 but is still not widely known. Consequently, it has not received much media and public attention. The awards therefore serve the dual purpose of bringing attention to humanitarian issues currently affecting Zimbabwe and the importance of World Humanitarian Day.

Objectives
-To encourage media coverage of humanitarian issues affecting Zimbabwe
-To commemorate World Humanitarian Day
-To raise awareness of WHD and the humanitarian work being done in Zimbabwe
-To highlight new/innovative humanitarian projects in Zimbabwe

Eligibility criteria
The contest will be open to all journalists who are based in Zimbabwe regardless of whether they are working for the print, electronic or web-based media.  Only stories of a humanitarian nature will be considered for the competition. Humanitarian issues will be defined within the scope of the cluster system and the work of humanitarian clusters in Zimbabwe.

Finance Intern: CRS Zimbabwe

CRS Zimbabwe engages Interns as a corporate social responsibility to provide students with on the job practical training. The duration of the attachment varies depending on need and the tertiary calendar of the institutions but is usually for a year. CRS Zimbabwe intends to engage 1(one) intern for the period 1 September 2013 to 31 August 2014.

Duties and learning areas
-Process payments and receivables in liaison with the Payables and Receivables
-Accountants, including compiling the checklists and transfer instructions
-Ensure that all payables transactions comply with CRS policies and procedures, CRS MAP of authorities, local statutory regulations and Acts (withholding taxes), donor policies and regulations, and contractual obligations (terms and conditions of contracts)
-Apply donor policies and regulations, CRS policies and procedures, GAAP, internal control processes and systems for transactions being processed
-Ensure vouchers have adequate supporting documents, approvals and arithmetic accuracy
-Provide the gate keeping function for all documents and ensure that all requests are correctly approved as per the CP’s Map of Authorities, have adequate supporting documentation, are correctly coded and charged to existing and correct T0/ T2 combinations
-Compiling bank reconciliations on a monthly basis
-Canceling and filing all processed vouchers in line with CRS’s filing procedures

Minimum Hiring Standards

Programs Officer: Local NGO

Purpose of the job
The Programs Officer is responsible for facilitating palliative care and related training for Home Based Care organizations. He or she is also responsible for providing support for the provision of quality care to people living with HIV and AIDS.

Overall responsibilities
- Plan for and conduct palliative care and related home based care training activities for partner organisations
- Participate in development and distribution of Palliative Care and Home Based Care IEC materials
- Prepare appropriate training materials
- Provide information whenever necessary, to trainers and caregivers
- Plan, coordinate and hold regular mentoring and support meetings with partners on HIV treatment, care and support
- Assist with the preparation of budgets for programme activities
- Conduct follow up visits and document
- Facilitate networking of project partners and sharing of information among stakeholders
- Represent the organization at provincial and district levels on matters relating to Palliative Care, Home Based Care and project activities
- Promote community awareness on Palliative Care, ART and Psychosocial Support for PLWHA
- Facilitate linkages and information sharing between organizations within the district
- Participate in developing monitoring tools for the projects
- Ensure maintenance of accurate records
- Present written reports to the Clinical and Technical manager at stipulated times
- Participate in activities to disseminate programme evaluation findings

Minimum qualifications and experience
Nursing Diploma/ Degree
Experience in Palliative Care is an added advantage
A minimum of five years’ experience in nursing
Experience in training and facilitation in home-based care issues
Highly innovative and a self starter
Experience in HIV and AIDS, home based care and community health care
Good written and verbal communication skills
Clean class four driver’s licence a must

Job vacancy: Youth Program Manager, VSO Zimbabwe

Youth Program Manager: VSO Zimbabwe

VSO is an International development organisation that contributes towards addressing poverty and disadvantage through the placement of International skilled professional volunteers with national partners.

VSO Zimbabwe is seeking a highly motivated and ambitious development professional who will raise the profile of VSO Zimbabwe and take VSO’s country programme to the next level in terms of youth programming. You will play a leading role in the delivery of VSO Zimbabwe’s youth programming. You will possess experience in a similar programme management role and have a strong track record of successfully and consistently working with youths across the cultural in development programmes.

Key responsibilities
- Lead the design and implementation of the youth programme of the VSO country strategic plan.
- Identify funding opportunities through developing strong working relationships with donors and partners.
- Oversee the development and implementation of the youth programme in Zimbabwe and ensure that annual targets for delivery and quality standards are established and met.
- Conduct monthly and quarterly reviews with key stakeholders and implement learning continually building on the success of the youth programmes.
- Lead in the recruitment and training of the youth programme team to enable their own professional and personal development and maximise their performance team.
- Support VSO Zimbabwe’s youth programme team in the development, management and monitoring of programme budgets (including ensuring value for money) to maximise impact in line with VSO country strategic plan.
- Manage the recruitment, selection and training of national volunteers for the youth programme and support on-going engagement of national youth volunteers.
- Work closely with the programme support team to induct, orient and provide on-going support to volunteers.
- With support of the SMT members, be responsible for the duty of care and safety and security of all volunteers under the youth programme and staff and deal with any emergencies that might arises.
- Develop and establish new networks with key stakeholders (donors/other agencies/volunteers/partners etc) to strengthen programme impact and ensure that volunteer placements are viable, effective and rewarding and maximise volunteer learning.
- Lead the design and delivery of appropriate monitoring and evaluation mechanisms, determine the impact and ensure continuous development and learning takes place.

The essential requirements for this post are
- Experience of designing and evaluating youth programmes
- Strong leadership experience in strategic planning and programme delivery
- Ability to develop clear and realistic plans to deliver agreed objectives within deadlines, involving key stakeholders in the process
- Ability to manage budgets and undertake accounting procedures and good writing skills
- Excellent networking, negotiation and communication skills
- A minimum of a degree in Social Sciences or in a related field
- Technical expertise in the area of youth programming
- Able to travel and work long hours, including work away from the home base, both within the country and occasionally internationally
- Zimbabwean citizen
- Clean, valid driving license

My excitement of yesterday’s election experience faded fast after I started hearing rumors of early election celebrations in various places, especially where I live in Chitungwiza. The road to this year’s election hasn’t been an easy one, as sometimes tempers have boiled over both at higher levels to as low as an ordinary person walking on the streets. That is the reason we had so many people in the past five years getting charged under the insult law when anger made them show the middle finger to the occupants of high office. I remember when my political science lecturer shared his political views in class, it got so tense that one would think it was a rally only for him to cool it by telling us to take it as academic.

But as the destination to the five-year journey draws closer it is the anxiety that is killing most Zimbabweans and other concerned stakeholders at this moment. Even Zimbabwe’s own whistleblower Baba Jukwa is not dishing out some reliable information on the election results updates. My uncle at home got tired of telling me not to worry myself as no live feed by ZTV from the Command Center has started. Besides press statements from the AU and other electoral bodies, and civic organizations websites, which have become alternative sources of information have maintained a shocking silence on elections results.  I guess as law-abiding citizens they also took heed of the strong jail time warning given to Tsvangirai by the President for releasing results before Zimbabwe Electoral Commission does. Even in public transport, conversations on elections are done in a low tone as people try to avoid drawing unnecessary attention from the person sitting next to them.

Everybody is waiting anxiously.

On a day like today Zimbabwe Broadcasting Corporation’s television recorded a spike in television viewership ratings as concerned citizens wait to hear results of the nail-biting contest between Prime Minister Morgan Tsvangirai and Robert Mugabe.  I hope this time we won’t see interrupted transmission backed by sweating faces on TV for the next two months as the results trickle in.
