Program Manager: Local NGO
Deadline: 22 March 2013

Purpose of Position
Responsible for writing funding proposals and programmatic reports to donors and internal departments and provision of technical oversight in planning, implementation, evaluation and reporting of program operations.  The Program Manager will also be responsible for building and leading a dynamic team of programme staff; establishing positive working relationships with various stakeholders, have major budget and management responsibility for delivering these program responsibilities. This is a senior management post.

Reporting Relations: Reports to the Director

Key Responsibilities
-Demonstrated practical project management experience covering all aspects of the project cycle from design through to evaluation
-Identifying and soliciting for funding opportunities within the donor community
-Designing program proposals, log frames, implementation frameworks and assisting Finance Manager with budgeting that is in line with donor and other office requirements
-Establishing and maintaining networking partnerships with other NGOs and stakeholders
-Conducting field visits, for the purposes of assessing and ensuring that programs are managed in accordance with internal procedures and in a manner that will promote good practice and maximize program impact
-Ensuring good relationships with donor community and internal support offices through ensuring that the organisation meets all contractual obligations and achieves high quality planning and implementation
-Conducting monitoring and evaluation, research and documentation
-Developing monthly, quarterly progress and annual program reports
-Provide proper supervision and management of staff and lead the establishment and functioning of a strong, effective and coordinated team
-Develop and ensure the proper implementation of a performance management system
-Proactively address performance issues through regular, constructive and honest feedback and coaching
-Identify necessary staff development, career development and succession planning strategies
-Ensure staff has the right tools to develop and innovate
-Oversee the recruitment and orientation of new staff under her/his supervision.

Core competencies, knowledge and skills
-A Masters Degree in Social Sciences, Communication or related qualifications
-A Diploma in Monitoring and Evaluation
-Minimum of three years’ experience in project management, implementation, monitoring and evaluation
-Strong financial and analytical skills and the ability to think strategically

Project Accounting Assistant: Centre for Sexual Health, HIV and AIDS Research (CeSHHAR) Zimbabwe

The Accounting Assistant is responsible for assisting in program financial management and management accounting. Reporting to the Accountant, the incumbent’s duties will include:
-Assisting in general grants accounting for CeSHHAR Zimbabwe

UZ-UCSF Collaborative Research Programme on behalf of I-TECH is seeking suitably trained and qualified applicants to fill the position of Driver. The International Training and Education Center for Health (I-TECH) is collaboration between the University of Washington and the University of California, San Francisco. It is a center in the University of Washington’s Department of Global Health and has offices throughout Africa, Asia, and the Caribbean.

Qualifications and Experience
-A minimum of 5 “O” level passes including English
-Clean class 4 drivers licence
-Clean class 1 will be an added advantage
-Defensive driver’s licence
-Minimum of five years experience in driving
-Experience in working in research projects is an added advantage

Responsibilities
-Ensures the provision of reliable and safe driving services

-Ensure cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs for the planned maintenance of the vehicle
-Ensure daily maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely change of oil, check of tires, brakes, car washing etc
-Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents
-Taking note of any faults that may develop on the vehicle and bringing them to the attention of the transport department as soon as possible
-Ensuring that the vehicle has the necessary accessory tools as should be equipped, e.g. jack, and wheel spanner and spare wheel

An NGO working with youth on a peace-building project seeks applications from suitably qualified candidates for the post of Field Officer to be based in Buhera.

The Project
The project seeks to organize young people in communities to work together, despite the various divisions that may exist, in order to develop their communities, improve their livelihoods and curb violent conflict amongst the youth and their communities at large. The project promotes greater youth participation and incorporates various methodologies policy dialogue, livelihoods activities, leadership development and life skills activities.

The Candidate
The Field Officer shall be responsible for
-Recruiting youth to take part in the project
-Facilitating training in various themes of the project, among them, peace building, leadership and business skills
-Facilitating dialogue initiatives between the youth and the traditional, government and political leaders, both at local and national level
-Undertake follow-ups and monitoring of field activities
-The candidate must possess the following qualifications
-A degree in Social Sciences or any other relevant field from a recognized university
-Demonstrated experience working with the youth
-Possess a valid driver’s license
-Should be under the age of 35 years.

Sistaz of the Open Mic celebrate International Women’s Day
Saturday 9 March 2013, Book Cafe, Harare

On Saturday 9 March, the lively SISTAZ OPEN MIC programme at the Book Cafe celebrates International Women’s Day from 3pm, with a vivid line-up of women artists ready to step out and express themselves freely in celebration of women everywhere.

The line-up includes mbira princess Hope Masike, recently returned from a quick trip to Europe; popular singer-songwriters Rute Mbangwa and Clare Nyakujara, guitarist Rudo Chasi, Zimbabwe-rocker Kessia Magosha recently returned from a Rock music programme in Johannesburg; the afrocentric M’Afriq featuring lead singer and front-lady Pauline Gundidza, and a special performance of ‘3 Generations’: afrojazz-istas Dudu Manhenga, the strongly up&coming ‘uZanele’ and Clare Nyakujara.  The spoken word will be carried by poets Roxy ‘Xapa’ Mathazia, Batsirai Chigama, Charity Hutete, and RuTendo DeNise, with Wadzanai Chiuriri as MC.

The Sistaz Open Mic ‘after-party’ continues from 5.30pm with the lady of love songs Plaxedes Wenyika and her backing band, until 7pm, featuring songs from her albums ‘Tisa Paradzane’, ‘Kamumhanzi’, ‘Sentiments’ ‘Full Circle’ and her very latest single ‘Kuva Newe’ (Being with you), hot from the studio and expected on the airwaves next week.

The Women’s Day commemoration by Pamberi Trust is supported in part by the Embassy of Canada for the second year running, giving vital support to initiatives for freedom of expression by women artists and gender advancement in general.

Other events to mark the week at Book Cafe include a free screening presented by Women Filmmakers of Zimbabwe on Wednesday 6 March of the film ‘CUT’ – a confrontation with the brutal practice of female genital mutilation; a delightful evening performance on Thursday 7 March by three of Zimbabwe’s popular women artists entitled ‘3Generations: Dudu, Uzanele and Clare’, and a networking session for women artists and organisations before the Sistaz Open Mic.

International Women’s Day around the world
The 2013 Theme for celebrations around the world is ‘The Gender Agenda: Gaining Momentum.  Each year International Women’s Day (IWD) is celebrated on March 8 around the world, by individuals and organisations, governments, charities, educational institutions, women’s groups, corporations and the media.  Thousands of events occur not just on this day but throughout March to mark the economic, political and social achievements of women each year, and to draw attention to global and local gender issues.

Over time and distance, the equal rights of women have progressed.  In Zimbabwe, there is much to be celebrated, and the Sistaz Open Mic on Saturday 9 March will honour some of the women in the Arts in Zimbabwe, who have

Sistaz Open Mic falls under the gender project FLAME (Female Literary Arts & Music Enterprise) of Harare-based arts development organisation Pamberi Trust, which has worked with hundreds of women artists over the years and commemorated the 16 Days of activism every year since 2007, with women artists speaking out loud and proud in protest against violence in our society.

The Book Cafe celebrations this March follow on from a powerful programme in November-December 2012 with 16 events staged around the global campaign ’16 Days of Activism against Violence against Women’, which featured film, discussion, workshops and music and poetry performances, graced by US hiphop artist Akua Naru and over 80 women artists of Zimbabwe.

As always, Sistaz Open Mic promises to be a lively and highly entertaining affair, with a strong sense of purpose – it’s a time for women of Harare to come out to meet, learn more, and celebrate themselves against a backdrop of great music and poetry from sisters in the Arts.

Other aspects of the gender programme are supported by Hivos, the European Union and other partners.

OVC Specialist: USAID
Deadline: 15 March 2013 (1pm Harare time)

Basic function of the position
The incumbent will serve as the second Orphans and Other Vulnerable Children (OVC) technical and program specialist for the USAID HIV and AIDS Team.  The incumbent’s primary tasks include (1) providing technical guidance on issues around reaching OVC in Zimbabwe with appropriate services and (2) managing the USAID/Zimbabwe’s OVC programs as well as other key elements of the USG’s HIV and AIDS strategy, as assigned.  The OVC Program Specialist reports to and is supervised by the HPN Team Leader.

Selection factors
Education: Minimum Bachelor’s Degree in relevant field including Public Health or other social science field.
Prior Work Experience: The position calls for a highly experienced OVC specialist with a minimum of 3 years’ experience in a donor environment managing OVC, or closely related activities. Prior work with international bilateral or local private voluntary, non-government, donor organization, will be given preference. (30 points)
Language Proficiency: Fluency in spoken and written English is essential, as well as the ability to communicate effectively (20 points)

Knowledge, Skills and Abilities

The following are required
-Demonstrated knowledge of donor-funded project design, implementation, monitoring, and evaluation
-General knowledge of health issues, practices and OVC in Zimbabwe
-The ability to acquire quickly knowledge of laws, customs and constraints in Zimbabwean society
-A thorough knowledge of HIV and AIDS, public health or related programs
-Experience in working with OVC Households in Economic Strengthening activities
-Familiarity with or ability to acquire or learn OVC legislation, strategic priorities, and technical management as well as administrative and procurement requirements. (50 points)

Key Performance Areas
The Program and Policy Officer will assist the Governance thematic coordinator in the following key activities:

A ‘small-house’ is a colloquial and derogatory term used in Zimbabwe to describe a woman in a quasi polygamous, long term, informal and usually secretive sexual relationship with a married man. These kinds of relationships have been widely conceptualized within dominant public health and development discourses as part of the broader multiple concurrent sexual partnerships and sexual networks discourses. Such viewpoints have framed these relationships as key drivers of HIV and the women involved as poor, disempowered, lacking sexual agency and engaging in survival transactional sex. These perspectives have focused mainly on the detriments of a permissive, problematic and medicalised sexuality, which however neatly fits into the public health and development panaceas to poverty and HIV. Yet, the evolving ‘small-house’ phenomenon in Zimbabwe entails women from varying economic, social and political backgrounds and hence does not neatly fit into the aforesaid perceptions.

Framing women’s sexual behaviours within contexts where sexuality is seen either as a variant of health or poverty significantly undermines an in-depth and broad understanding of the nuances, complexities and mingling of women’s sexual behaviours, economics, society and politics. In as much as it is a global reality that economic inequalities exist between genders, focusing on one narrow angle of sex research embedded in health and poverty does injustice to the diversity and complexity of sex research. As such, pinning women’s motivations for engaging in ‘small-houses’ to lack of empowerment, sexual agency and poverty has excluded other groups of women -the educated, economically stable, high socio-economic status, seemingly ‘low-risk’ (in terms of HIV) women who knowingly and ‘willingly’ engage in these highly stigmatized sexual relationships. Focusing on these high socio-economic status and educated women can be a useful way to understand women’s sexual behaviours and motivations as they are intertwined with broader changing social, economic, political and cultural milieus in the Zimbabwean context.
