C’mon Zimbabwe

As it is and as the year 2011 comes to a closure Zimbabwe and its citizens are running the risk of continuing with a political cycle that has become less about the people and more about the people in government. Their disputes and actions have largely been partisan not only on behalf of their political parties but also on behalf of their ‘comfort zones’( to which they have demonstrated an unfortunate sense of entitlement to via their purchase of luxury vehicles, unclear mineral and iron production deals, numerous trips abroad). And as the new year approaches, it is hoped that civil society, members of the public shall at some point begin to hold the inclusive government to account with regards to its performance legitimacy, and not just the politics of elections. – Takura Zhangazha more here

Monitoring & Evaluation Officer: International Rescue Committee
Deadline: 3 January 2012

Location: Mutare

IRC is implementing projects in capacity building aim to support local government institutions through strengthening their objective decision making process and engaging women to improve service delivery.  The processes are leading to community development projects where IRC is providing funding for projects such as construction of clinics, foot bridges, water supply systems, irrigation systems, and water and sanitation facilities.

Responsibilities
-Design and manage the database for the Capacity Building Program including M&E systems, tools and templates to monitor performance. This includes developing log frames, data collection tools, as well as processes for data analysis and storage.
-Develop indicator tracking tools measuring program performance indicators as per donor reporting requirements.
-Develop monthly indicator tracking sheets for monitoring of program achievement on a monthly basis.
-Advise and assist Program Manager/Coordinator to design and implement appropriate evaluation methodologies, including surveys, as required by donors.
-Conduct regular field visits to program sites to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps.
-Coordinate the production of timely reports to track performance and progress, according to standard procedures and templates.
-Provide support to the program team in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of trends and the achievement of program objectives.
-Review reports to ensure accuracy and quality before submission to the Co-ordinator.
-Facilitate training of Program staff and partners on monitoring and evaluation.
-Ensure adherence to guiding principles of confidentiality on data management.

Skills specific to the post
Ability to produce analytical reports
Good communication skills, appropriate to the audience.
Competence in using information technology including experience with word-processing, spreadsheets and database software.
Ability to work in a multidisciplinary and multicultural environment
Team-building, training and coaching skills.
Good interpersonal and inter-cultural skills.

Qualifications and experience
University degree in Social Science, Development or related discipline, an additional certificate or specific training in M&E at a recognized institution is an advantage.
At least 3 years working within the humanitarian and development context, with a focus on research, M&E, preferably experience with institutional development M&E.

Capacity Building Project Officer: International Rescue Committee

Location: Nyanga

Responsibilities
-Facilitate implementation of capacity building project activities in accordance with project proposal and work plans.
-Establish and maintain strong, positive and productive working relationships with key project stakeholders.
-Ensure effective monitoring of the project in liaison with the M & E Officer.
-Identify training needs of project beneficiaries and project partners and assist in developing training plans to address those needs.
-Facilitate trainings of project beneficiaries and stakeholders.
-Generate and submit activity and progress reports as per agreed schedules.
-Represent the organization at sub district level where necessary.

Skills specific to the post
Ability to produce analytical progress reports.
Good communication skills, appropriate to the audience.
Good presentation and facilitation skills.
Proficiency in computer skills in Microsoft packages such as Word and Excel.
Ability to work in a multidisciplinary and multicultural environment

Qualifications and experience
University degree in Social Science, Local Governance, Development Studies or other relevant discipline.
At least 3 years working within the humanitarian, development context or related field.

3 (Three) Training Officers (HRE, BYO & MASVINGO)
Deadline: 30 December 2011

Overall Responsibilities
-Plan for and conduct palliative care and related home based care training activities for organisations participating in the Global Fund project
-Provide information whenever necessary, to trainers and caregivers
-Plan, coordinate and hold regular mentoring and support meetings/ visits with Global Fund partners on HIV treatment, care and support
-Facilitate linkages and information sharing between organizations participating in Global Fund round 8 within the district

Minimum Qualifications and Experience

Monitoring and Evaluation Assistant

Overall Responsibilities
-Undertake the monitoring and evaluation activities in support of other team members
-Ensure maintenance of accurate records by the organisation and participating organisations
-Monitors the implementation of the Global Fund planned activities
-Collects, reviews, analyses and interpret data for planning purposes
-Formulates, reviews and maintains a sound and effective reporting system
-Provides technical support for monitoring and evaluation of the project
-Contribute to the organisational learning by preparing and disseminating data on lessons learned, good practices and statistical evidence of the program achievements
-Participate in activities to disseminate programme evaluation findings
-Prepares and compiles progress reports monthly and quarterly for Global Fund activities.

Minimum Qualifications and Experience
-First degree in development studies, social sciences, or a relevant field
-Diploma in M&E, experience in home based care or palliative care an added advantage
-A minimum of five years’ experience in community work, two of which should be in monitoring and evaluation and/or operational research
-Excellent documentation and data analysis skills of both quantitative and qualitative nature
-Highly computer literate in Excel spreadsheet, PowerPoint, SPSS, EPI Info or any other statistical tools
-A clean class four driver’s licence

ZZICOMP Constitution Monitoring report launch

ZZICOMP (ZESN, ZPP and ZLHR Independent Constitution Monitoring Project), a collaborative project between ZESN, ZLHR and ZPP, launched their ‘Final Report: Shadowing the Constitution Outreach Process’. ZZICOMP’s goal is to monitor, observe and report on the work of the Constitution Parliamentary Select Committee (COPAC), the public outreach programme, the work of the Thematic Committees and the Drafting Committee, and the final document produced in order to adjudge how democratic and the transparent the constitution making process is and if it accurately reflects the input of broad and diverse popular participation.

420 mobile monitors who were accredited by COPAC observed 4 533 outreach meetings in the 210 constituencies of the country. The monitors and recorded the proceedings including the atmosphere, pre-meeting events and the view expressed by citizens. The observers reported the efforts made by COPAC teams to remain impartial in the process; however they also observed coaching of the public by political parties. The mobile monitors also reported incidence of violence and intimidation especially in the Mashonaland provinces.

Among the findings in the report:
-There was equal participation in the constitution making process by both men and women
-By the end of the programme a cumulative total of 716 340 participants had been recorded with monthly attendances of 7% in June, 21% in July, 28% in August, 42% in September and 2% in October
-Adults accounted for 79% of the total number of participants
-There was a disturbing dearth of information about the outreach programme in most rural communities. The lack of information was worsened by COPACs tendency to rely on urban-based media to communicate to the public
-Political interference in the COPAC process was omnipresent accounting for 28% of the total number of violations. Observers noted the most common techniques being: chanting of political slogans, singing of political songs, bussing in of participants, organising participants along party lines, using opening prayers to express party positions on the constitution.
-State media coverage on the outreach consultations remained heavily partisan and skewed towards one political party, ZANU PF.

In the report’s conclusion ZZICOMP noted that:

the operational framework for constitutional outreach consultations was inhospitable to open debate. At most meetings in both rural and urban areas, debate was generally subdued, with the outreach process under the control of various political parties. Although MDC-T presence was visible at most venues, overall, ZANU PF appeared to be more dominant and even dictated the content of most proposals.

Diocesan Coordinator /Governance Officer: The Catholic Commission for Justice and Peace in Zimbabwe (CCJPZ)
Deadline: 16 December 2011

Based in Gweru, Gweru Diocese, Zimbabwe
One year placement (with the possibility of renewal based on performance)

Please note that for this placement we are only able to consider applicants who are fluent in English, Shona and/or Ndebele.

The Diocesan Coordinator/ Governance Officer will work with the Catholic Commission for Justice and Peace in Zimbabwe (CCJPZ). S/he will strengthen the diocesan CCJP in promoting public education and facilitating the engagement of members of the Catholic Church in promoting accountable and responsive governance at the local and national level. The DC/GO will also facilitate the design and implementation of trainings for church leaders, to enable them to carry out similar trainings and lead dialogue on governance issues at the diocesan and parish levels.

The successful candidate should have a Master degree level qualification in Law, Political Science, International Relations, Public Administration, Development Studies, Social Sciences, or related fields.

A minimum of three years’ experience of advocacy work as well as relevant work experience in national policy reform issues are essential, as are previous experience working with, NGOs/faith based organisations in an organisational development capacity; developing and delivering training materials and group sessions/workshops on the themes of this placement, and working with the Catholic Social Teachings.

You should have a sound understanding of the Catholic Church structures and its Social Teachings; the fundamentals of good governance and human rights as development issues; capacity building techniques and methods, with the ability to share skills/mentor staff, and an understanding of gender implications in programme design and management

Maturity, sound political judgement, negotiation and mediation skills, and the ability to work and act under pressure and with discretion in a politically sensitive and rapidly evolving environment; effective interpersonal, communication and networking skills, and an ability to promote good working relationships; excellent research and analytical skills; excellent project management, self-organising and prioritising skills, and the ability to explore potential donors for governance-related work and to support fundraising efforts are also key.

You also need to have initiative and proactivity; excellent command of both spoken and written English; a preparedness to work and engage with people from different Christian denominations with a variety of theological backgrounds and understandings, and demonstrable commitment towards the aims and objectives of CCJPZ.
