Project Officer – Makoni Food and Livelihood Security Support Project: GOAL
Deadline: 1 July 2011

Applications are encouraged from individuals with suitable qualifications to fill the following position within the organisation.

General description of role:

The Project Officer is responsible for the overall implementation of the project in line with the project documentation and agreements signed between GOAL and the institutional partner in the district assigned. S/he actively guides the physical implementation and on going monitoring of the project. S/he also contributes to the continuous review of the project with a view to improving the anticipated project outcomes. The Project Officer support and line manages the Field Officers and the data capture clerk who work on the project.

Qualifications and skills:

-    A minimum of a degree in Agriculture/Social Science or equivalent related field
-    2+ years’ solid experience in a middle senior capacity in managing livelihoods projects
-    Proven experience of using participatory methodologies such as Training for Transformation and/PRA techniques with rural communities
-    Good understanding and previous experience of using monitoring and evaluation tools and methodologies
-    Proven human resource management, organizing and planning skills
-    Ability to work under pressure and meet deadlines
-    Excellent oral and written communication skills
-    Evidence of maturity and good community approach skills
-    Computer literate in Microsoft products i.e. Word and Excel
-    Motor bike riding experience an added advantage

Job Summary:

Key duties:

-    Provides effective support to the Country Director in all aspects of program budgeting, implementation, monitoring, including country support activities related to programme management

-    Assists on preparing work plans and budgets for all program activities

Country Representative: Zimbabwe Hand in Hand Southern Africa

Hand in Hand Southern Africa welcomes applications from appropriately qualified and experienced people for the position of Country Representative in Zimbabwe.

Key responsibilities:

-    Set up HiH operations in Zimbabwe
-    Provides strategic leadership of HiH SA’s program in the country

Southern Africa Sub-regional Funding Officer (Malawi and Zimbabwe): Progressio

Contract: Full-time, two-year contract

Governance & Human Rights Programme Assistant – Zimbabwe Office: Trócaire

Trócaire is a Development Agency of the Irish Catholic Church.  The Agency works in Zimbabwe under an MoU with the Zimbabwe Catholic Bishops Conference. A vacancy for a Governance & Human Rights Programme Assistant has risen within its Zimbabwe Office. The successful candidate will work in close collaboration with the GHR Programme Officer. The key deliveries for the position include supporting the Governance & HR Programme in Zimbabwe to ensure it is implemented to the highest standards possible.

Key Duties and Responsibilities:

Supporting the Governance and Human Rights Programme Officer in:

-    Developing a strategically focused programme on Governance and Human Rights in Zimbabwe, which is coherent with the Zimbabwe Country Strategy.
-    Constructively supporting partners’ management of Governance & Human Rights projects.
-    Managing EU co-financed projects and other co-financed projects that may come up.
-    Building partners’ capacity individually and collectively through training and accompaniment in areas of programme development, organizational governance, institutional development and financial management.

Beginner’s guide to fire extinguishers

So, for months now my colleagues have been forced to listen to my complaints about the latest Road Traffic Regulations and the requirements that we must keep things like reflective vests, safety triangles and Standards Association of Zimbabwe (SAZ) fire extinguishers in our cars, starting Friday 1 July.

I won’t go into the many, many reasons why I think this whole thing is a load of bollox again, but I am concerned that this fire extinguisher I am now forced to carry won’t actually do much of anyone a heap of good.

First off, it’s about the size of my forearm. Useful, I suppose, if my kettle spontaneously combusted. But my engine? I drive a small car, but even my micra-march I think could produce a bit more flame than this could handle. And, actually, my fire extinguisher is a full 250g larger than it even is required to be.

Even more worryingly, do I even know how to use the darn thing? Fortunately, it comes with instructions! Unfortunately, they’re also not very confidence inspiring.

Find below, a direct transcription with “sic” written all over it (that is, all errors are the errors of the manufacturer):

1. Shake the cylinder more times. Pull safety pin

2. Aim nozzle at the base of fire.

3. Squeezee Handle . Sweep side to side

Other points to note:

-    Every refilled or 5 year later the extinguisher could be reused only by the condition of passing 2.5 Mpa hydrostatic test every two years .
-    Check up this fire extinguisher and pressure gauge once a week it must be refilled once is discharge or if the pointer gauge is out of the green area.

Yeah. I look at the condition of half the cars in Harare, but with my SAZ approved fire extinguisher to hand I feel better all ready.

Useless US$ Coins

So, where are US$ coins actually accepted for retail in Zimbabwe? I find it interesting that having adopted a multi-currency system as a country – some retailers neither recognise nor accept US$ coins.  Picture this; you want to purchase a product that costs $3, 25. You hand over three US$1 notes to the teller and when you give them a quarter, they look at it, frown and say they don’t accept that but R2 (two Rand) would do instead. I mean what the bollocks?

Ever since I returned from the States, I have been carrying around a wallet full of what I realise now are essentially useless coins here. I just don’t get it. Yesterday evening while making a few purchases at the Bridge Spar, I tried my luck again with the coins. The till attendant looked at me squarely and said it was after 6pm therefore she could no longer accept US$ coins. I demanded an explanation as to what it being after 6pm had anything to do with what choice of coins was acceptable. The till attendant mumbled something along the lines of the shop being unable to give them to other customers as change or ‘cash’ them, whatever that means. I drew surprised stares when I thought aloud that that was one of the stupidest things I had heard all week.

It is bad enough we are not using our own currency, but to have selective use of the foreign currency that we do use is an unnecessary inconvenience. I think it is high time for whoever’s job it is to start working towards a more sustainable currency solution. I mean for how long can a country live under all sorts of speculation. The Short Term Emergency Recovery Programme (STERP) stipulates that the temporary use of multiple currencies terminates in 2012. Then what next? In last week’s Standard, the IMF was quoted in an article as having cautioned the Zimbabwean government against re-introducing the Zim-dollar. They said the country should rather extend the life span of the multi-currency system and also continue using the US dollar till 2014. The IMF Article IV report on Zimbabwe stipulates that the inclusive government has failed to put in place adequate conditions for the re-introduction of the Zim-dollar.

Last year there were speculations that the government attempted to join the Rand Monetary Union (currently consisting of Namibia, Swaziland, Lesotho and South Africa). Big wonder what happened to that idea. The media reported that Cabinet for the most part feared rejection. Now I hear old Zimbabwean coins are being purchased for long cash and selling like hot cakes on the streets. I wonder if like in 2008 the RBZ governor might just once again resuscitate old currency. I sure am holding on to whatever original Zimbabwean notes and coins I still have, all together with my currently useless US$ coins.

Michelle Obama at Young African Women Leaders Forum

The First Lady of the United States of America is currently on a six-day tour of southern Africa. She is accompanied by her family. On her trip to South Africa, she talked about women’s development and youth development. On June 22, 2011 Mrs Obama made a keynote speech at a conference of the Young African Women Leaders’ Forum, which brought together 75 women aged 16 to 30 who have leadership roles across the continent.

As part of her speech at Young African Women Leaders Forum, Mrs Obama also paid tribute to those who sacrificed their lives during apartheid era. In her remarks she said:

“You can be the generation that holds your leaders accountable for open, honest government at every level, government that stamps out corruption and protects the rights of every citizen to speak freely, to worship openly, to love whomever they choose.

You can be the generation to ensure that women are no longer second-class citizens, that girls take their rightful places in our schools.

You can be the generation that stands up and says that violence against women in any form, in any place – including the home – especially the home – that isn’t just a women’s rights violation. It’s a human rights violation. And it has no place in any society”.
