If it is the process then submit the Kariba document to public scrutiny and move on to enacting the constitution. Secondly, does it mean that we cannot have a democratic constitution if the NCA is not driving the process? Who then will be doing the oversight role if the NCA has decided to sit in the driver’s seat. I though the role of civic society is to provide checks and balances in society and hold the legislature to account by ensuring effective citizen participation through information dissemination and education.
