To run a democracy, you need uncorrupt policemen, teachers who do not give private lessons on the side, politicians who accept the results of elections without question because they know the elections are honestly run, efficient tax collection, near universal literacy, and so on.

Most of the people who dominate African and Asian countries have no more understanding of democracy than they do of nuclear physics. It is obvious that Mugabe, for instance, simply cannot grasp the concept of losing an election. 

However, this was equally true of Europe only a few decades ago. So there is hope.]]></description>
